Education Board: Recommendation for exit testing for IQ participants, “mock” planning requirement is dropped Ashburn moves, Mirza seconds to adopt the Education Board recommendation for testing of IQ participants. Evans abstains, rest approved Motion passes Punches and Ashburn to prepare written and practical (skills) tests for implementation at 2004 National Seminar. Recommendation for written examination for instructor renewal Ashburn moves, Mirza seconds to adopt the Education Board recommendation for written testing of instructors for renewal, to be taken in the year that renewal is due. Mirza moves, Evans seconds to refer back to the Education Board for development of further detail of policy, procedure and implementation, to be reported back next winter (2005) Unanimously approved. Moore moves, Bowers seconds to request the Education Board to re-examine all instructor certification policies and requirements. Unanimously approved Mark Tiritilli is now Curriculum Coordinator for the Education Board Medical Coordinator (none, except provided feedback on medical coordinator qualifications) Diving Coordinator D2 (Note: Diving Coordinator requested authority to establish a Diving Medical Coordinator. BORC clarified that Diving Coordinator has authority to appoint persons to assist him in his duties, but that a person acting as a representative of NCRC must not serve in operational capacities during missions.) Unanimously approved Break for Lunch Nominations for BORC/Ed Board positions Database Manager Trish Daugherty is re-elected unanimously Education Board Member-at-Large Nominations received by the Education Board include: David Comstock Becky Jones Becky Jones is elected as Member-at-Large Announcements none Discussion Items Attachment F Medical Coordinator Qualifications F1 Ashburn moves, Comer seconds to accept the Job Description and Minimum Qualifications for the Medical Coordinator, with the following amendments: Strike the third bullet item Edit the fourth bullet item to read “To serve as” rather than “Provide” in the Job Description Add a requirement to Minimum Qualifications that the Medical Coordinator must be an NSS member, Unanimously approved Approved Protocols Ashburn moves, White seconds to add the “Double V tie-in” as an approved protocol. Unanimously approved Regional Seminar Policy Document F2 Ashburn moves, Mirza seconds to accept the Regional Seminar Policy Document, with the following amendments: Under “Authorization for Regional Seminars”, add “Requests for training must be submitted in writing, email is acceptable, and should be submitted 60 days before the seminar.” Under “Site Coordination vs Training Coordination”, first paragraph, second sentence, edit to read “The NCRC host region…” Under “Critical Documentation” edit “performance or service” to read “participation”. Under “Youth Participation” edit to require the signature of the liability form to include notarization language if the form is not signed in the presence of the lead instructor, and to require that the accompanying adult has legal ability to authorize medical care. Under “Applicable Fees”, “OCR and Customized Courses” delete the parenthetical sentence “(Optional:…)”; under “Level I, II, III, IQ Courses” combine Equipment Replacement and New Equipment Fees to read “Equipment Fee: $35 per student (may be retained in region as equipment; accounting must show as itemized income and expense in this category) Equipment fees not used by the region must be returned to the National account.” On the last page, edit the first bullet to read: “A brief report, signed by the lead instructor, summarizing…”; edit the fourth bullet to delete “Receipts for expenses and income shall be attached.” Insurance was discussed earlier in the context of the National Coordinator’s Report Book Jeff Parnell is providing CDs to, Mosberg, Hudson, Kirschner, Ashburn and Daugherty. Mirza will coordinate edits to provide one consolidated, edited version. Time frame is to complete individual review, chapter by chapter and provide to Anmar within the next two months. FEMA Resource Typing Cousineau and Comer will draft language to respond to the FEMA request for cave rescue resource typing. Other Items at Discretion of Board Moore relayed the question seeking assurance that the Modular classes cover all the same information that is taught in the Week-long class. Coordinators replied with the techniques that are used to assure that the NCRC Curriculum is followed in all Modular classes.
